Know that there are options with regards to scholarships. European students can take advantage of the Erasmus+ programme (if coming for short stay mobility) or may choose scholarships awarded by the Romanian State. A number of scholarships provided by the Romanian state are also available for non-EU students.
Conditions of obtaining a scholarship [more]
If you are coming from a non-EU country, you can be enrolled in Romania on your own expense, pay the tuition fees established by each university or by obtaining scholarships offered by the Romanian state.
Typical scholarships awarded:
- Scholarships foreseen in Romania’s bilateral or multilateral inter-governmental or intercultural agreements;
- Scholarships offered by the Ministry of Foreign Affairs, especially if you are coming from countries with which Romania has not yet signed formal cooperation agreements;
- Scholarships offered by the Ministry of Economy, in order to promote economic and commercial cooperation actions;
- Scholarships offered by the Ministry of National Education (MEN) if you have good academic results obtained during their studies in Romania;
- Scholarships offered by universities.
1. State scholarships [more]
The amount and number of state scholarships granted to citizens of other countries is determined by Government decision. Universities can decide to additionally award scholarships for foreign students, depending on their priorities.
Rules for state scholarships:
• Scholarships are awarded in the national currency (Romanian lei);
• Scholarships are suspended in case of failure to promote a year of study, violation of the Romanian legislation or rules of conduct established by universities. Scholarships are still awarded 30 days after the completion of doctoral or post-university studies.
• Scholarships do not cover personal expenses and international transport; it is in your charge to pay for the accommodation in the university student dormitories.
2. Scholarships offered by the Romanian State through the Ministry of Foreign Affairs [

Who can qualify: Foreign citizens from all non-EU countries, with the following exceptions of persons not eligible under this programme:
citizens of Romanian origin or who are part of the Romanian historical communities in the proximity of Romania (entitled to different scholarship programmes);
citizens who have requested or acquired a form of protection in Romania;
stateless persons whose stay on the territory of Romania is officially recognized according to the law;
members of the diplomatic and consular corps or family members of the diplomatic and consular corps accredited to Romania; members of the administrative and technical staff of diplomatic missions and consular offices accredited to Romania;
staff members of international organizations based in Romania or family members of staff of international organizations based in Romania;
beneficiaries of a scholarship from the Romanian state for the same cycle of study.
The scholarship applicant can choose from any of the following three study cycles in accredited higher education institutions in Romania:
a) bachelor’s degree: bachelor's degree programmes are addressed to graduates of high school studies or pre-university studies at the end of which they obtained a baccalaureate degree or equivalent, as well as candidates applying for further university studies in Romania. The complete programme runs for a period of 3-6 years, depending on the specialization followed and ends with a bachelor's exam;
b) master’s degree: master's degree programmes are addressed to undergraduates, run for a period of 1 year, 1.5 years or 2 years and end with the dissertation exam;
c) PhD: doctoral programmes are addressed to graduate students or equivalent and run for a period of 3-5 years, depending on the profile of the chosen faculty and end with the presentation of a PhD thesis.
The beneficiaries of the scholarships granted by the Romanian state for undergraduate and master's studies study only in Romanian . The exception is doctoral scholarship holders, who can opt for studies in Romanian or in a foreign language set by the doctoral school . For candidates who do not speak Romanian, a preparatory year is granted for the study of the Romanian language prior to the actual university studies, with the exception of doctoral scholarship holders who have opted for the form of education in a foreign language set by the doctoral school.
3. Scholarships for ethnics Romanians living abroad through the Ministry of Education [

The Romanian State awards scholarships for ethnic Romanians from Republic of Moldova, Republic of Albania, the Republic of Bulgaria, the Former Yugoslav Republic of Macedonia, Ukraine, Hungary and ethnic Romanian citizens with permanent residence abroad. These scholarships are awarded via a merit based competition.

Also, Romanian-born citizens living abroad can study in Romania without scholarship through direct entry to the desired university, via the normal study admission process. Studies will be conducted under the same conditions as other Romanian citizens: either tuition-free, if they qualify for the state subsidized places, following the entrance examination or by paying tuition fees at the same rate as the Romanian citizens residing in Romania.
